What is Bisignano hiding?

Kids, this is not normal. In real grown-up nations, heads of government departments aren’t supposed to be butt-kissers. I just got this message by email from the Social Service Administration:

When I read this, it worries me. When Commissioner Bisignano tries so hard to make things look rosy, it makes me wonder what he’s trying to hide.

I’m not the only one. Looks like Wikipedia already has a new mention of this letter, mentioning that not only is it really creepy, it may also be illegal.
